The hostel is situated on Hongkong Street, right in the city centre, offering an excellent position for exploring. Clarke Quay MRT is directly opposite and a 5-minute walk away, with Chinatown MRT and Raffles Place MRT also within easy walking distance. Major attractions such as Marina Bay, the Merlion, and the F1 Circuit are walkable, and Changi Airport is about 17 km (20-minute drive) away - accessible via MRT or train. The area is packed with dining options within 300 metres, including Jumbo Seafood, Song Fa Bak Kut Teh, and several other restaurants. The surrounding streets have uneven sidewalks and frequent road crossings, but the location makes car-free exploration practical.

Rooms are basic and functional - regular and dormitory rooms feature bunk beds, individual lockers with locks, and air conditioning (operating 21:00-09:00 in dorms, with fans during the day). Dormitory options include 4-, 6-, 9-, 10-, and 14-bed mixed dorms, a 9-bed female dorm, and a 4-bed private room. Some rooms are windowless, which can feel stuffy and dark. The shared bathrooms provide rain showers. Beds are single-width bunk beds; the lower bunks may feel movement from the top. Dormitory light and noise can be an issue due to late-arriving guests, so earplugs are recommended. The property is located on the 4th floor without a lift, so room access requires climbing stairs. Private rooms offer more privacy but still share bathrooms.

River City Inn does not have a restaurant. For meals, the hostel provides a basic shared kitchen with a microwave, refrigerator, and a hot/cold water dispenser - useful for preparing simple meals and storing groceries, which helps save on dining costs in an expensive city. The surrounding area offers a dense concentration of eateries within a short walk, including Song Fa Bak Kut Teh, Mizume, 4 & A Half Gourmands, and many others along Clarke Quay and Chinatown. Breakfast can be self-catered using the kitchen facilities.

The property offers free Wi-Fi in all areas, a common air-conditioned lounge with TV, and lockers in dormitories (metal lockers can be noisy). Laundry services are available at an additional charge, and a hairdryer can be borrowed free of charge from reception. Daily housekeeping is included. Luggage storage is free on the day of check-in from 7 am and on check-out day until 10 pm; storage beyond those times is chargeable due to space constraints. Reception operates limited hours, and outside of these times access to the building may be difficult - communication via messaging may not be answered promptly. No lift, no on-site parking, no airport shuttle. Security features include CCTV, key card access, and safety deposit boxes. A key deposit of S$20 per person is required. Payment can be made by cash or credit card (Visa/MasterCard) at check-in, or pre-paid online.
